Whats the best way to get a forum started? I know activity is the main thing to get new users signed up... but how do you get the activity up to a forum that doesn't have anything on it? Help?

Tell everyone you know about your forum. You can often promote the launch of your forum at other forums as long as it won't be a direct competitor of that forum. (Always check posting rules first). Post and include helpful articles on your forum to attract people.

I would disagree with the payment of people to a forum. As you can see, on this forum, you know exactly who was paid, including you, because they have just 20 posts. The first recommendation is to get a good site setup with all of your categories as well as a unique template setup. Once this is done get some content generated with friends and then submit it to Google and the other search engines. After this try and spread the word around. If anything, offer prizes to the top posters of the month instead of just paying for x number of posts. This will keep people posting on your forum.

I like Payperpost as a combination with Myspace marketing buying bulletins and advertizing your website that way. That way you get actually members and when they come there will be some actually quality posts from the paid to post posters.

Actually according a good way to promote a forum would be to go to other forums an leave a link .... although one can use pay per post in the initial stages ... after that one should just avoid it .

There are many ways to get a forum started. Offer contests. This is a first great way to get many members. Members will be interested in your contest, and they will post to try and win the prize. Offering many different prizes over time, and you will get a ton of members. It does not have to be a big prize, just one that interests people.

If you don't have money to hire forum posters, you can just create multiple accounts. Make interesting thread, and then answer with your other account. I don't think there's anything wrong with this.

Lastly, offer a wonderful contest! Give away hosting packages, domain names or anything wonderful that you can afford. Dnlodge.com recently had a contest, they offered domain names and forum posting packages.

It really depends on the subject. If it's something popular, advertising on other forums or posting the link under you sig would be a good method. My friend tried this and though it was slow at first, people starting joining eventually.
If you want to pay posters, I suggest you consider it first. While paying people to post may get you some activity, the people paid to post will disappear once they're done and will probably never return.
My suggestion is if you want to speed-up the process of getting more activity on your forums is to:
First: Pay some people to post on your forum (not too many) just for the sake of having topics.
Second: Advertise.
Hopefully, you'll suceed.

Depends entirely on your niche and the way you tackle the forum.
Get as many links from related sites, advertise through google adwords, seek banner exchanges, hire few forum posters.
And slowly your forum would climb the ranking.

Well...
[1] Your forum should be about a topic (or covering a variety of topics) that interests different kind of people. Because different kinds of people = different views -> more posts.
[2] Advertise. This is very important. You should advertise on sites that you know will attract new posters. For example, if your forum is about webmasters, you should advertise on content, graphic, and blog sites that get a lot of visitors.
[3] Be original. Try not to copy threads from other forums.

this is what i did. tell everyone i knew and close to about my forum. and then join other forum that has lots of user and be active in there. put your forum link in siggy. and of course, content in your forum must be attractive enough. some advertising, link change and attractive banner helps too.
