by designing the template, are you meaning coding? or the actual graphic design?

graphic design : photoshop, or that other one... paintshop pro

coding: i use crimson editor, but its just a notepad with a few special features.

if you mean something like dreamweaver, well then i cant say. i dont really use those thing very often, so have no idea which one is the best

I would say that if you are new at coding templates then definately start in either Dreamweaver of Frontpage (I prefer Dreamweaver, find it much better) rather than Notepad as you need to be pretty experienced to just use that :)

Also, Dreamweaver or Frontpage would be best because you can find lots of tutorials to help you through certain parts of it.

You can find some tutorials at:

Pixel2Life (http://www.pixel2life.com/)

Tutorialized (http://www.tutorialized.com/#)

:) Hope that helps a bit.

i am a lover of Microsoft FrontPage.
but in frontpage have one problem, that is this software don't support PHP.
So that, i use PHP in NotePad.
For making a good site template you need to make a good design with some good image. for that i use Adobe photoshop & sometime i use Flash for dynamic Image.

I use dreamweaver for makign static or dynamic pages. Color codes and sometimes dot references makes it easier to develop dynamic pages.

I use Macromedia flash for graphical activities and HTML, DHTML, PHP for coding jobs. I never go with these stuffs like frontpage or dreamweaver.

I personally prefer Macromedia dreamweaver for any coding work related to web. I also use some other simple text editors like EditPad, Notepad for simple tasks.

Particularly, one big benefit with Editpad is Find Replace option on multiple files at a time. I am very much impressed when doing find and replace on Edit pad instead of doing the same in Dreamweaver.

The same can be done in Dreamweaver. But the editpad is much faster if you find and replace for more number of files.

Dreamweaver is best in my opinion because you can do FTP uploads aswell as edit the files. Fireworks also is one of my favs.

I am currently using PSCS2 and dreamweaver for coding. Both of them are very good programs, and they save hours of work for me.

Design wise, you should really use Adobe Photoshop basically because it is really the best editor around for creating graphics. There are also a few other options like Adobe (Macromedia) Fireworks which u can also use.

However if you are looking to code this website in XHTML and CSS i would recomend using Abode (Macromedia) Dreamweaver mainly because he has a feature built in that finishes lines of code for you.

I use adobe cs 3 web pack,(adobe cs3 photoshop, imageready, dreamweaver)
photoshop and imageready for designing the template layout.
Dreamweaver for basing(thats making the template into a working xhtml) and I only use it because it is wysiwyg but the real programming for like applications and functions(else) I use php designer 2007 (http://www.mpsoftware.dk/phpdesigner.php).
And swishmax for flash things.

@ChrisBell: I really agree with you, there are more tutorials on adobe product than on other editors so there's plenty of help

I use Macromedia Dreamweaver which is the best editor available for all web related coding. I also use Notepad sometimes.

I only use Notepad++, which is just like Notepad except it has syntax highlighting, line numbering, and tabs. For design I use only Photoshop, but really nothing else is needed unless you're going into 3D graphics or something of the like.

Photoshop for the graphics, and Notepad++ or Dreamweaver for the codes. I haven't tried Notepad++ myself but I heard from a friend that it's good. He used it to code AJAX, etc. Dreamweaver is the more popular one, and it has good features that can help a coder, I think.

the best editor will be dreamweaver 8 for the website design and phtoshop cs2 and above for the design of images..

Generally these are the two best softwares that are used in creating and editing the templates that are available.

Since u are creating a shopping cart, u can use . net for the design which will also support the scripting part of ur site. THe . net environment will also allow u to customize and create new templates easily :)
