I was just wondering about this, if you were to order a template from a company or have some kind of HTML template made and it did not use CSS at all, would that be a bad service, should any company you pay be using CSS in all their work?

What I am getting at is, is it a non professional thing to not use CSS these days?

The reason I am wondering is because I am looking to define what a professional template is really.

Finlay, should all websites and templates you buy validate with W3 to be considered professional?

Any feedback on this would be much appreciated, thanks!

I don't believe that "Not using CSS" is a crime. When it really comes down to it, the ends justify the means. It doesn't really matter how someone designs the page as long as the page shows up consistently in the manner that you want it to. CSS has a variety of purposes of course, but many of them merely simplify the way one writes and designs the code on the website.

But that's just my opinion :)
