The best way to market a site is to use link exchanges as that will gain you the most visitors. The reason for this is because you get alot more traffic directed to your site. And if your site has good strong content you will find out that you start getting revistors and now that is what marketing is all about revistors are like gold bars to us webmasters!

Exchanging links is always a good idea but its not the best way to get traffic. Paying for links on high traffic sites and using your signature is always a good idea to get traffic. Sometimes you can use Pay Per Click websites to get more traffic towards your website.

Yes, I do agree with you. But you have to bear in mind when you do link exchange with other websites. Not all website you link to will give you the good result. You have to exchange links with related sites only, don't reciprocate with sites who are irrelevant even if they have a high PageRank.
