exchange link advice?

I feel that my site traffic is not much, maybe something wrong with the seo method. I am doing exchange links with any topic of website whather is related to my topic or not.
I heard some webmaster said don't reciprocate with sites who are irrelevant even if they have a high PageRank, only do link exchange with related sites. Is that true? :confused:
Besides, i just start a blog, if my blog is a new blog which is less than 3 months and Google PageRank is 0. How can i get other websites to link with me?
