SEO Advice or HELP needed

I need good advice from all of you people. I know how to submit site Directories and Link Exchange. But i am so confuse that witch step should i take first. Should i submitting my site in free directories or should i first exchange links.

Both directory submission and link exchange are good method and non should disturb the other, am suggesting you can first do more directory submission then link exchange with related links.

Do both simultaneously.
You can do directory submission very fast but link exchange takes long because you need to find link partners, which is not too easy.
